Dr Cecil (Cec) Walters was the fourth person to receive life membership of the Police Association of NSW in 1953 for his outstanding contribution to the health and welfare of NSW police.During his tenure Dr Walters was instrumental in having a ward set apart for police only. The Police Ward (No. 20) opened in 1946 and closed in 1978.

B.V.Sc., M.B., Ch.M., F.R.A.C.S. : Captain, A.A.V.C., A.I.F., Egypt and France. Enlisting in August, 1914, and sailing in November, served with 1st Veterinary Hospital, 2nd Division, 1st, 3rd and 4th A.L.H. Brigades and 5th Mobile Veterinary Hospital in Egypt. Crossing with it to France in 1916, transferred to Veterinary Base Hospital, Calais, in October, 1917, returning to Australia in March, 1918. Mentioned in Despatches. General Medical Superintendent, The Prince Henry Hospital. Early education at Sydney High School.
